Rational: Too many times when you hear about a domestic violence incident or a victim protective order being violated, unfortunately someone has been hospitalized or murdered. Instead of being reactive and waiting for a victim to be hospitalized or murdered, PACT is extremely proactive and seeks to help prevent violent attacks before they occur!
